NGPA (Nimbua Greenfield (Punjab) Association) is a section 8 company under The Company Act, 2013. It is a ‘not for profit company’ and the developer of the facility.
ReSL (Re Sustainability Limited), a public limited company having its head office in Hyderabad is the operator of the facility.
ReSL (Re Sustainability Limited), operator offers services for transportation, storage, handling, stabilization/incineration of hazardous waste, contaminated soil and domestic hazardous waste, as applicable in Punjab and U.T. Chandigarh.
NGPA was formed on 1st March 2004 under the chairmanship of Padma Vibhushan Shri S.P. Oswal.
Nimbua TSDF is a facility for handling and disposal of hazardous waste and domestic hazardous waste duly authorised by Government.
It is approachable from Derabassi, Singhpura Crossing, Dhakoli and Mubarkpur, i.e.,Chandigarh – Ambala National Highway (NH 152).

A person from MBD team would visit you for helping in identifying various categories of hazardous waste, and drawing a sample of hazardous waste for analysis purpose. He would hand over a copy of text of Waste Off-take Agreement a tripartite agreement.
The Generator is required to submit a signed copy of Waste Off- take Agreement, Non- judicial stamp paper, copy of `Authorization` under The Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016, Consents to Operate under The Water Act and The Air Act, a copy of latest Balance Sheet, etc. This agreement is signed on behalf of operator followed by Generator.
Membership fees for TSDF is payable to NGPA as per category of industry: Small Scale, Medium Scale and Large Scale, respectively. It is ₹1,50,000 for Large Scale, ₹75,000 for Medium Scale and ₹15,000 for Small Scale industry, respectively. GST is separately payable.
Categorization of membership under Small Scale, Medium Scale and Large Scale is done on the basis of (i) investment on plant & machinery; and (ii) turnover of the industry as per Government of India notification.
In case, industry submits a signed copy of Waste Off-take Agreement, Non-judicial stamp paper of Rs 100/-, a copy of balance sheet, requisite membership fees, etc. it would take less than 5 working days to be a member of Nimbua, TSDF.
Companies, industries or, plants under one corporate located in the municipal limits of a city or, town and generating hazardous waste can become member of Nimbua TSDF under corporate membership. However, investment on plant & machinery and turnover of the group companies would be considered for deciding the membership fees.
All type of hazardous waste as per the provision of The Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016 and domestic hazardous waste in accordance with The Solid Waste Management Rules, 2016 are handled at Nimbua TSDF.
“DLF Waste” means hazardous waste (solid or, semi solid) (i) fulfilling criteria as per Table 6 of CPCB: “Protocol for Performance Evaluation and Monitoring of the Common Hazardous Waste Treatment Storage and Disposal Facilities including Common Hazardous Waste Incinerators” (May 24, 2010), as amended to date; (ii) dry (dewatered upto 70-75%) ; (iii) free from obnoxious odour; (iv) having flash point above 65°C ;(v) free from strong oxidizing substances (iodine and bromine): (vi) non- reactive ; and (vii) having calorific value less than 2500 kcal / kg.
“LAT waste” means hazardous waste (semi-solid, paste or solid) (ii) not fulfilling criteria as per Table 6 of CPCB Publication: ‘Protocol for Performance Evaluation and Monitoring of the Common Hazardous Waste Treatment Storage and Disposal Facilities including Common Hazardous Waste Incinerators’ (May 24, 2010) as amended to date; and (iii) calorific value less than 2500 kcal/ kg.
“INC Waste” means hazardous waste (liquid, semi-solid, paste or, solid) (i) having calorific value more than 2,500 kcal/ kg; (ii) loss of ignition (LOI) more than 20%; (iii) bio- degradable organics above 5%; and (iv) non- bio- degradable organics above 20%. It shall also include (i) waste oils, oil emulsions & oil mixtures; (ii) spent solvents; (iii) off- specification / expired pesticides & medicines (Irrespective of calorific value); (iv) grease and wax wastes; and (v) free from explosives and bio-medical waste but, not suitable for processing at AFRF to be converted for co- incineration at cement plant.
“Waste suitable for AFRF” means hazardous waste (liquid, solid or semi solid): (i) having calorific value more than 2500 kcal/ kg; (ii) moisture less than 10%; (iii) including paint sludge, etc.; and (iv) but, free from explosives & bio- medical waste and having halogen & heavy metal content within permissible limit as per criteria laid down by Cement Industry.
“Domestic Hazardous Waste” means discarded paint drums, pesticide cans, fused CFL, fused tube lights, expired medicines, broken mercury thermometers, contaminated gauge, used batteries/ pencil cell, etc. as defined under sub- rule 3(7) of The Solid Waste Management Rules, 2016 but, excluding used needles, syringes, diapers etc. (bio- medical waste) generated at the household level.

Various charges payable are Development charges, Comprehensive Analysis (if required to be done at Nimbua), Transportation charges, Rehandling charges (in specific cases), Stabilization / Incineration / AFRF Charges and Landfill disposal charges, as applicable.
Landfill disposal charges are fixed by the Developer as per agreed formula for a particular finance year. Copy of order for current financial year (2022-23) is posted here.
